The time has come for implementing SOA management or runtime governance. Businesses are now implementing enterprise-scale SOAs. IDC predicts a quadrupling in the amount spent on SOA in EMEA alone from €400 million in 2006 to €2.1 billion by 2010.

The Case for Implementing SOA Management and Runtime Governance
SOA projects need end-to-end visibility to ensure reliable SOA operations. Design-time governance isn't enough, as shown by the example of a major credit card processor. Although the company's SOA incorporated the security rules imposed by Visa and Master Card, ultimately, a rogue service collected credit card information for analysis. When this was hacked, 40 million identities were stolen, leading to the company's liquidation.
Implementing SOA Runtime Governance: How It Differs from Design-time Governance
Design-time governance provides a framework for SOA development and deployment, including how Web services and other services should be designed and reused and what tools to use. It also covers deployment issues such as quality, SOA security, and service validation.
But this isn't enough. As our example shows, services can slip through the cracks, and people will break the rules to deliver functionality for the business. Also, real-time SOA operational conditions—such as heavy demand for some services—can lead to the need for rule changes. Finally, efficient SOA change management and SOA versioning lead to a need for visibility into the production environment.
SOA management or runtime governance fills the gap in two areas. It provides end-to-end runtime visibility into SOA processes and SOA control, by enforcing policies for SOA security and service-level agreements (SLAs).
